A gas governor is a device which reduces mains gas pressure to a pressure that will not blow your gas appliances to bits. You will see one on a gas meter. It is a round aluminium thing betwwen the gas meter and the pipe that runs to your appliances. Inside the governor is a spring loaded diagphram and I think that impulsing could be a little change in gas pressure from time to time. when a govenor was found to be faulty.
